This includes roughly 50% headroom above the calculated minimum so normal daily spikes don't cause slowdowns - it's not a hard requirement, just a sane target to shop for. A "300 Mbps" plan almost always means 300 down - most cable providers sell far less upload than download (often 10-35 Mbps even on their fastest tiers), so hitting a high recommended upload number here usually means cable alone won't get you there, regardless of the download speed advertised.
